1 <br />3 <br />3 <br />CITY COUNCIL SPECIAL WORK SESSION <br />DRAFT <br />CITY OF LINO LAKES <br />MINUTES <br />July 23, 2012 <br />4 DATE : July 23, 2012 <br />5 TIME STARTED : 7:45 p.m. <br />6 TIME ENDED : 8:55 p.m. <br />7 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, <br />8 Rafferty, Roeser and Mayor Reinert <br />9 MEMBERS ABSENT : None <br />10 <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Community Development <br />13 Director Michael Grochala; Economic Development Coordinator Mary Alice Divine; <br />14 City Engineer Jason Wedel; City Clerk Julie Bartell <br />15 <br />16 The special meeting was called for the purpose of discussing economic development in <br />17 the City. <br />18 <br />19 Economic Development Coordinator Divine reviewed her written report providing an <br />20 Economic Development Update. The council had specifically requested information on <br />21 taxes generated by development as well as activities underway to attract <br />22 commercial/industrial development and housing to the city. She also has outlined the <br />• <br />23 current status of the Legacy properties as well as recent staff activity in that regard. She <br />24 discussed the tax forfeit process (current status) as well as marketing efforts. <br />25 <br />26 The mayor suggested that the city consider whether a broker is needed to work on sale of <br />27 the property but staff indicated that a broker is a difficult element since the ownership of <br />28 the property is with Anoka County and there isn't a clear way to pay for a broker. Staff is <br />29 working with the Springsted firm on strategy. The council discussed the tax forfeit <br />30 process that culminates in an auction process. There was discussion about how to <br />31 determine the value of the property. <br />32 <br />3 -3 Council directions for work prior to the next economic development-discussion: <br />34 - Meeting with the County (commissioner); <br />35 - Explore the possibility of putting up "for sale" signs; <br />36 - Community Development to review correspondence between Anoka County and <br />37 attorney Steve Bubul <br />38 <br />39 Community Development Director Grochala then reported on a development proposal for <br />40 the northeast quadrant of Lake Drive and Main Street. A buyer with a letter of intent to <br />41 purchase the property has contacted the city. The area in question is zoned general <br />42 business. The developer is interested in building 18,000 square feet of commercial/retail <br />43 including a liquor store and convenience store, both allowed uses, the convenience store <br />44 with a conditional use permit. <br />45 <br />1 <br />P25 <br />
