• <br />• <br />CITY COUNCIL SPECIAL WORK SESSION September 24, 2012 <br />DRAFT <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />CITY OF LINO LAKES <br />MINUTES <br />: September 24, 2012 <br />. 7:05 p.m. <br />. 8:05 p.m. <br />: Council Member Stoesz, O'Donnell, <br />Rafferty, Roeser and Mayor Reinert <br />: none <br />Staff members present: City Administrator Jeff Karlson; Community Development <br />Director Michael G-rochala; Economic Development Coordinator Mary Alice Divine; <br />Finance Director Al Rolek; City Clerk Julie Bartell <br />The special meeting was called for the purpose of discussing economic development. <br />Anoka County proposal to purchase Legacy site - Economic Development <br />Coordinator Divine distributed and reviewed a letter from Attorney Stephen Bubul <br />regarding a proposal made by Anoka County regarding the tax- forfeited Legacy at Woods <br />Edge property. The letter outlined the downside to such a proposal. Ms. Divine <br />confirmed that a sign would be up soon offering the property for sale and that the <br />property is already listed on line on three different sites. <br />Dominium Townhome Project — Economic Development Coordinator Divine recalled <br />that the council discussed a concept proposal by Dominium at the last work session. The <br />council indicated they would now discuss what they would like to see developed. There <br />were also questions that arose and Dominium's responses are indicated in her written <br />report. The questions related to senior housing, one -story townhomes, apartments versus <br />townhomes and market studies. She confirmed that the proposal would not involve <br />Section 8 housing. Ms. Divine reported that the concept was discussed by the City's <br />Economic Development Advisory Committee (EDAC) and their comments are included <br />in her staff report. The group approved a recommendation thatthe concept of <br />affordable /rental townhomes warrants further exploration with more discussion of <br />financial implications to the city. <br />The mayor suggested that the momentum of a proposal should be good for bringing in <br />others. Staff assured the council that the information is out there and also explained that <br />they are thinking about how to best use the remaining lots in the site. The mayor <br />indicated that he sees interest in the project by five council members so staff indicated <br />that they would continue to work with Dominium on their ideas. <br />Staff also updated the council on other economic development efforts: <br />- Lino Lakes Assisted Living expansion proposal; <br />- Otter Lake Road improvements; <br />
