WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: November 5, 2012 <br />To: City Council <br />From: Michael Grochala <br />Re: TKDA Supplemental Engineering — Signal Improvement Projects <br />Background <br />The City Council authorized TKDA to prepare the plans & specifications for the <br />Lake/Main & Birch/Ware intersection projects in January of 2011. The design fee <br />authorized for the two (2) projects is as follows: <br />Lake/Main $ 99,700 <br />Birch/Ware $ 88,800 <br />Total $188,500 <br />The TKDA proposal was based on a design concept prepared in August of 2010 and <br />included preparation of right -of -way acquisition exhibits. During the plan development <br />process the project scope was expanded at the request of Anoka County to include <br />roadway resurfacing of Lake Drive, from Main to 77 Street and the modification of the <br />Market Place signal to accommodate pedestrian improvements. The two items were <br />identified and included as county expenditures in the Joint Powers Agreement approved <br />by the city in March of 2011. <br />Additional work was also required due to design changes necessary to meet storm water <br />requirements, additional right -of -way acquisition, and Mn/DOT state aid requirements <br />that were not anticipated in the original authorization. In June of 2012 TKDA submitted <br />a supplemental authorization request covering the additional items for both projects <br />totaling $137,291.94. A portion of these fees, totaling $4,192, are payable to 3"1 party <br />vendors for soil borings and traffic counts and have been removed from the TKDA <br />request. Staff proposed a partial authorization in July of 2012, however council <br />requested a complete review prior to any approvals. Plans were completed in August and <br />the project is now under construction. <br />Since July staff has worked with Anoka County to evaluate the request. Based on this <br />review and discussion TKDA has proposed a revised settlement in the amount of <br />$97,044. The amount would be split between Anoka County and the City as follows: <br />Anoka County $44,802 <br />City $52,242 <br />
