• <br />• <br />• <br />WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: December 3, 2012 <br />To: City Council <br />From: Julie Bartell, City Clerk <br />Re: Joint Powers Agreement with Anoka County for Conduct of Elections <br />Background <br />As part of 2013 budget discussions, staff informed the council of plans initiated by <br />Anoka County to replace their voting equipment and implement equipment replacement <br />throughout all cities and school districts in the county. <br />The process to prepare for equipment replacement has been led by Anoka County <br />Elections staff and has included: <br />a) Development of a proposal for equipment; <br />b) Creation of a multi jurisdictional joint powers election agreement (the "JPA ") <br />that establishes Anoka County as the owner of the voting equipment system <br />and calls for an annual fee to be paid by cities to supplement system costs; <br />c) Inclusion within the JPA of provisions to address other elections duties and <br />responsibilities and a cost sharing plan; <br />d) Development of a timeline for approval of the JPA and for purchase of <br />equipment early next year so that new equipment can be utilized in the 2013 <br />fall elections. <br />Attached you will find a memorandum including details about the process outlined above <br />as well as equipment cost history and projections for city contributions under the JPA for <br />a ten year period. <br />We have since received the attached communication announcing that the Anoka County <br />Board has approved the JPA and are requesting approval by local jurisdictions. The <br />county is requesting that council approval include language that allows for administrative <br />approval of non - substantive changes to this agreement since some minor details remain. <br />Anoka County Elections Manager Cindy Reichert will be present at the work session to <br />review the JPA and answer questions. <br />Requested Council Direction <br />Staff is requesting that the council authorize city staff to place the JPA on the next <br />council meeting agenda for consideration of approval. <br />
