• <br />• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 1C <br />Michael Grochala <br />January 24, 2005 <br />Consideration of Resolution No. 05 -08 <br />Supporting Main Street (CSAH 14) Interchange <br />and Roadway Improvements <br />Simple Majority <br />At the January 20th 1 -35 W/E Coalition meeting the member communities were informed <br />that the 109th Congress is accepting applications for High Priority Projects (HPP) for <br />consideration in the reauthorization of the federal transportation funding bill. Anoka and <br />Washington County are working collaboratively to complete an application for federal <br />funding specific to the construction of the I -35E /CSAH 14(Main Street) Interchange. <br />The I -35W /E Coalition formally approved a resolution of support for the application and <br />requested that member communities also consider the same action. <br />HPP funding provides a unique opportunity to expedite improvements to the I -35E /Main <br />Street Interchange. The federal transportation bill typically provides funding over a six <br />year period. Applications for HPP funding are only available in conjunction with the <br />reauthorization of the transportation bill. Due to congressional delay in approving the <br />reauthorization in 2003 applications will be considered in 2005. The next opportunity <br />will be in 2011. <br />Approximately 80% of the interchange construction costs are eligible for federal funding. <br />Approval of the resolution does not commit the city to any financial commitment. If we <br />are fortunate enough to receive federal funding, any financial participation would need <br />to be approved by the city council. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 05 -08 <br />ATTACHMENTS <br />1.
