Blair, City Clerk MEETING DATE: March 14, 2005 TOPIC: Consider Resolution 05 -34 Authorizing Staff to issue a Special Event Pennit and a Cabaret License to Miller's On Main for Street Dance, August 19 & 20, 2005 VOTE REQUIRED: 3/5 BACKGROUND: Staff has received an application from Miller's on Main to conduct a third annual Street Dance to be held on August 19 & 20, 2005. This application includes requests for a Special Event Permit and a Cabaret License. On January 24, 2005, the City Council approved Resolution No. 05 -04 indicating support for the Blue Heron Days Community Festival and authorizing event organizers to pursue the necessary Anoka County approvals for the weekend of August 19 & 20, 2005. The proposed Street Dance would therefore be held during the weekend of the 2005 "Blue Heron Days." The applicant is Chad Wagner of Miller's on Main, and this event is separate from other applications which the Council will consider relating to the community festival. Staff has presented a list of recommended conditions the Council may wish to impose if approval of this event is granted. This recommendation is consistent with approvals granted for a Street Dance in 2003 and 2004. The applicant has expressed a willingness to be bound by the conditions recommended by Staff, and to include plan information pertaining to a checklist of items, and to work with Staff to resolve an additional issues which may arise. During the Street Dances at this location which were held in 2003 and 2004 , conditions specifically pertaining to safety were developed based upon feedback received. Staff specifically recommends the following conditions of approval pertaining to safety: -- Minimum of three 2A1 OBC fire extinguishers need to be on location in the tent area. - - "No Smoking" signs need to be displayed throughout the area. - -No pryotechnics are allowed. - -No parking within 20 feet of the tent. Measured from stakes. - -No open flames within 20 feet of tent. Measured from stakes. -- Generator to be located at least 20 feet from tent. Measured from stakes. - - Clearance to property line needed to 20 feet. Measured from stakes. -- Certificate of flame retardant for all panels of tent.
