Draft <br />A bill for an act <br />Relating to capital improvements; authorizing the <br />issuance of state bonds; appropriating money for the <br />preparation and evaluation of engineering concepts and layouts for the <br />reconstruction and expansion of I -35W between I -694 and <br />I -35 in Anoka and Ramsey County. <br />BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: <br />Section 1. (APPROPRIATION) <br />$500,000 is appropriated from the bond proceeds fund to the commissioner of transportation <br />for the development and evaluation of engineering concepts and layouts for the reconstruction <br />of 1-35W from I -694 in Ramsey County to I -35 in Anoka County. This appropriation shall be <br />available for the conduct of all necessary planning and public involvement actions leading to <br />a scoping decision based on the preferred alternative. Plans for I -35W shall identify all <br />necessary improvements to appropriate segments of TH 10, I -694 and related county and city <br />infrastructure. <br />Section 2. (BOND SALE) <br />To provide the money appropriated in section l from the bond proceeds account in the trunk <br />highway fund, the commissioner of finance shall sell and issue bonds of the state in an <br />amount up to $500,000 in the manner, upon the terms, and with the effect prescribed by <br />Minnesota Statutes, sections 167.50 to 167.52, and by the Minnesota Constitution, article <br />XIV, section 11 at the times and in the amounts requested by the commissioner of <br />transportation. The proceeds of the bonds, except accrued interest and any premium received <br />from the sale of the bonds, must be deposited in the bond proceeds account in the trunk <br />highway fund. <br />Section 3.
