• <br />• <br />WS- <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2- <br />Date: Council Work Session, Wednesday, April 20, 2005 <br />To: Mayor and City Council <br />From: Mary Divine <br />Re: Proposal for Schwan's site <br />Background <br />Schwan's new facility is under construction in the Marshan Business Park and the site on <br />Lake Drive is for sale for commercial use. <br />One of the original goals in development of the MarketPlace area was to provide access <br />to Market Drive. Currently, 77th Street is a right - in/right out, and residents living north of <br />MarketPlace often cut through Schwan's to get to Market Drive. <br />A commercial developer met with city staff and is interested in purchasing the Schwan's <br />site on Lake Drive for a retail use. The development as proposed could not provide access <br />to Market Drive without cutting through the Schwan's site and making it unusable for the <br />retailer. The developer explored alternative development plans that might improve site <br />and road issues, including the potential for incorporating the Vacha property to the north. <br />Proposed Alternative Development <br />The proposed alternative development is attached. This alternative accomplishes the <br />following: <br />1. Provides a roadway to Market Drive that will not occur otherwise. <br />2. Incorporates the Vacha property into the commercial shopping center area. <br />3. Creates commercial pads for two additional retail users. <br />
