The City Council needs to <br />provide the necessary funding in the budget to perform the necessary maintenance <br />work in a timely and professional manner. <br />B. Special Maintenance. Special maintenance shall be include timely seal coating <br />and bituminous overlays on streets as follows: <br />C. Minor Maintenance. <br />1. Public Works will perform minor maintenance on the streets to address <br />safety issues that may occur. When a street is scheduled for <br />reconstruction, only pothole filling or other safety measures will occur on <br />that road. It is not cost effective for the City to expend funds on <br />temporary street maintenance on a road that has deteriorated to the point <br />of requiring reconstruction. <br />2. In such cases the City, where conditions warrant, may post signs <br />cautioning the public of poor street surface conditions and recommending <br />reduced speed. <br />XVII. MUNICIPAL UTILITIES. <br />A. In instances where street reconstruction is proposed within areas not currently <br />serviced by municipal sanitary sewer and /or water, the City shall provide for the <br />extension of these services in conjunction with the improvement project subject to <br />the following: <br />1. Municipal sanitary sewer and water are available to service the project <br />area. <br />2.
