• <br />• <br />Response. Costs associated with initial feasibility will be recouped if projects are <br />approved. Assessments will be based on total project costs. <br />3. If a project fails, but is approved years later, can feasibility study costs still be <br />recouped? <br />Response. Soft costs incurred during project development (i.e., engineering, <br />legal, and fiscal) can be recovered if the project is ultimately approved. However, <br />without upfront financing in place those costs would need to be carried as a deficit <br />for an indefinite period of time. <br />4. If general levy funds are used for feasibility studies, is that cost shown on the <br />ballot as part of the tax - supported portion of the project? <br />Response. While it is premature to speculate on the exact language, the ballot <br />question is typically based on the total project cost and identifies the amount <br />(percentage) that is tax levy supported. Assessments are based on total project <br />cost, including feasibility studies.
