PAVEMENT CONDITION REPORT <br />PAVEMENT LIFE CYCLE <br />Pavements have a useful life beginning from the time they are constructed until they have <br />deteriorated to the extent of being unusable. Figure 1 shows the typical life expectancy of <br />pavement. While the actual useable life of roadways can vary somewhat due to different factors, <br />as indicated by this graph pavement begins to deteriorate shortly after construction at a fairly <br />constant rate and then deteriorates more rapidly as the pavement ages and its condition declines. <br />Figure 2 shows the timely scheduling of sealcoating and overlaying and their effect on extending <br />the useful life of the roadway. The graph shows the normal performance (life cycle) <br />curve of pavement from new condition to problem condition within 30 years. The graph also <br />shows how the periodic sealcoating and overlaying reverses the declining condition, returning <br />the pavement to a much better condition and extending its useful life to approximately 65 years. <br />ROADWAY PAVEMENT CONDITION EVALUATION <br />Over the past year, the City and TKDA investigated and evaluated every block of city pavement <br />to establish its condition based upon what defects each block contained. City records were <br />investigated to obtain knowledge of how old each block is and what maintenance has occurred <br />throughout its history. This information was then entered into a computerized program <br />(CarteGraph Navigator), a nationally accepted computer program. This computerized program <br />identifies and analyzes all defects in each block of road and records it together with all relevant <br />information concerning that block to determine the comparable condition of the roadway <br />The program rates the roadways by using an Overall Condition Index (OCI) having a 1 -100 scale <br />with 100 being a perfect new roadway. It then projects the OCI of a segment and gives budget - <br />dependent maintenance protocols for a given time period. <br />
