Terri Heaton <br />Senior Vice President <br />Experience <br />Ms. Heaton joined Springsted Incorporated in May 2002 as a Senior Vice President, concentrating her efforts as <br />principal advisor to cities and counties. She is serving clients in the Midwest, assisting them in attaining their <br />financial goals through effective public finance and economic development, managing operational and structural <br />challenges and developing strong human resource teams. <br />Ms. Heaton has over 19 years of experience in local government finance, most recently as the Chief Financial Officer <br />for the City of Bloomington, Minnesota, where she was instrumental in improving the City's credit rating, ultimately <br />earning an Aaa /AAA bond rating with both Moody's and Standard and Poor's. As a result of her efforts, the City's <br />first popular report, the Corporate Report to the Community, and its budget document continue to receive GFOA <br />awards annually. Ms. Heaton was also the Chief Financial Officer for the City's economic development arm, the <br />Bloomington Port Authority. She negotiated and administered development contracts, including the Mall of America <br />tax increment financing project. She facilitated bond defeasances and bond refundings, resulting in present value <br />savings in excess of $30 million. <br />As the City's Treasurer, she had responsibility for the $150+ million combined portfolio of the City, Port Authority and <br />Housing Redevelopment Authority. She developed capital financing plans for over $75 million in municipal public <br />facilities. <br />Ms. Heaton served as an internal project manager, focusing on technology initiatives, streamlining business <br />processes and conducting several studies.
