WS - 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br />Date: Council Work Session, Wednesday, June 22, 2005 <br />To: City Council <br />From: Gordon Heitke, City Administrator <br />Re: VLAWMO Reorganization <br />Background <br />As previously discussed, members of the VLAWMO board and member communities <br />have been discussing the best way to continue providing water resource management <br />services in the future. Due to the small area and limited funding of VLAWMO, it has <br />been proposed that VLAWMO either be incorporated into an existing watershed <br />district(s), or the annual operating budget and member assessments be substantially <br />increased. <br />Lino Lakes' VLAWMO representative, Jeff McDowell, will be present to update the <br />Council with the most recent information and his perspective on this issue. The 2006 <br />budget and cost allocation to member units is attached and information is being gathered <br />to respond to the question of tax impact on property owners. <br />Requested Council Direction <br />Staff is requesting that the City Council provide direction as to whether a resolution is to <br />be prepared for: <br />1) Continuing the VLAWMO joint powers agreement, or <br />1 <br />
