Studenski, City Engineer <br />COUNCIL MEETING DATE: August 8, 2005 <br />TOPIC: Resolution No. 05 -111, Accepting Plans and Specifications and <br />Authorizing Advertisement for Bids, 2005 Surface Water Management <br />Project. <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />After storm water ponds and drainage ways are constructed, they require periodic <br />maintenance to ensure their effectiveness. Clearwater Creek, Blackbird Lane, East <br />Rondeau Lake Road, Leonard Avenue, and Otter Lake Road have been identified as <br />areas for maintenance in 2005. <br />The maintenance activity required at these sites is more extensive than what is typically <br />undertaken by Public Works staff. They have been combined into one project in order to <br />minimize mobilization costs. <br />In addition, we have reviewed 20% of the City's MS4 outfalls, sediment basins, storm <br />sewers, and ponds to comply with NPDES requirements. <br />The funding for this work is provided by the Surface Water Management Fund. This <br />fund was established in 1992 as a revenue source in order to meet the "administrative, <br />planning, ponding, mitigation, and water quality needs" of the City. It is reimbursed <br />through assessments to new subdivisions and is also collected as property owners <br />connect to City utilities. <br />The project schedule is as follows: <br />City Council Accepts Plans and Specifications <br />City Council Authorizes Ad for Bids <br />City Council Awards Contract <br />Construction Begins <br />August 8, 2005 <br />August 8, 2005 <br />September 12, 2005 <br />September, 2005 <br />City staff has prepared the plans and specifications for this work and is requesting <br />Council approval to advertise for bids. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution Number 05 -111, Accepting Plans and Specifications and <br />Authorizing Advertisement for Bids, 2005 Surface Water Management Project. <br />3. Not adopt Resolution Number 05 -111. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution No. 05 -111 be adopted. <br />
