Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: January 12, 2026 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:28 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Lyden, Nelson, Ruhland and Rennaker <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, <br />Community Development Director Mike Grochala, Chief of Police Curt Boehme and Fire Chief <br />Dan L'Allier. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. City Board Appointments <br />The City Council met with two candidates for the Parks and Recreation Board and two <br />candidates for the Economic Development Advisory Committee (EDAC). <br />4. Police Department Staff Update— K9 Argos Retirement <br />The Chief of Police reported that Officer Wills has worked with K9 Argos since 2019. It is <br />recommended that Argos be retired and sold to Officer Wills on January 26, 2026, for <br />$1.00, which is in keeping with past practice. <br />Council Consensus <br />It was the Consensus of the Council to support the request to retire K9 Argos, to <br />authorize Officer Wills to purchase Argos for $1.00 and to schedule this item for formal <br />action at the January 26, 2026 Council Meeting. <br />5.
