AGENDA ITEM 6.A. <br />STAFF ORIGINATOR: Paul Bengtson <br />CC MEETING DATE: October 10, 2005 <br />TOPIC: First Reading of Ordinance 09 -05 <br />PUD Amendment — Lino Lakes Town Center Design & <br />Development Guide <br />Permissible Uses Table <br />BACKGROUND <br />The Hartford Group has submitted plans for a hotel within the Legacy at Wood's Edge project. <br />This application was continued by the Planning and Zoning Board at their September 14th regular <br />meeting and is anticipated to be included on the October 12th Planning and Zoning Board <br />meeting agenda. The previously adopted Lino Lakes Town Center Design & Development <br />Guide did not include a hotel as one of the permissible uses within Chapter 3.1. Therefore staff <br />has initiated this amendment of the Planned Unit Development to include hotel as a permissible <br />use in within the Commercial district. <br />A hotel would be a positive addition to the project as it would offer a diversity of uses and . <br />additional users for the businesses located within the project. A hotel is an appropriate mix with <br />retail and office, and is considered a permissible use within the GB (General Business) zoning <br />district by the zoning ordinance. GB (General Business) is the standard commercial zoning <br />classification for the city and allows commercial uses similar to what would be allowed within <br />the commercial district of the Legacy project. <br />Staff feels that this omission was not meant to prohibit the use within the Commercial district, <br />but rather was just an oversight at the time. In fact the guidelines contain a parking standard for <br />a hotel use, which would indicate that it was anticipated within the development. Staff has had <br />discussions regarding hotels in the Legacy project as far back as when Calthorpe was still <br />involved in the project. Staff has even had discussions with the City Council at work sessions <br />where the use was proposed and met no specific objections at the time. <br />OPTIONS. <br />1. Approve the first reading of Ordinance 09 -05 amending the Lino Lakes Town Center <br />Design and Development Guide to add Hotel as a permissible use within the Commercial <br />District. <br />2.
