The City Clerk stated that the list of candidates and direction regarding the selection of officers <br />would be presented for formal action at the regular meeting this evening. <br />The Human Resources and Communications Manager reviewed the recommended appointment <br />of a Police Officer and Community Service Officer scheduled for tonight. <br />The Chief of Police reviewed the requested retirement of K9 Argos and transfer to Officer Wills <br />for $1.00, which is in keeping with past practice. He stated that the Department is interested in <br />bringing on a new K9 and possibly a therapy dog as well. They have applied for a USPC grant for a <br />K9, and a local organization has also indicated they are willing to make a donation for the K9 <br />program. <br />The Council was in support of the outline as presented by the Chief of Police for the K9 program. <br />The City Engineer reviewed the proposed resolution approving payment #6 and final payment for <br />the Market Place Drive Realignment Project. She stated that this project came in approximately <br />$50,000 under budget. <br />The City Engineer reviewed the proposed resolution approving payment #4 and final payment for <br />the Test Well 7B Drilling Project. <br />Conflict of Interest Clarification: Council Member Ruhland stated that in relation to Consent <br />Agenda Item 1D "Resolution No. 20-11, Approving Site Improvement Performance Agreement for <br />Valvoline at Java of Lino Lakes", that he has had business dealings with Java Companies and <br />asked if he should abstain from the vote this evening. <br />The Community Development Director clarified that the Site Improvement Performance <br />Agreement is with Valvoline and that Java was the original property owner but is not part of the <br />current development proposal or application. <br />Council Member Rennaker stated that following the last Council meeting it was reported that the <br />low audio levels in the back of the Council Chambers made it difficult for those in the audience to <br />hear the presentation. <br />4.
