PLANNING & ZONING BOARD <br />AGENDA ITEM 7A <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: February 11, 2026 <br />TOPIC:Lyngblomsten PUD Amendment #4 Mixed Use Concept <br />BACKGROUND <br />The Lyngblomsten Senior Community, located at the intersection of Hodgson Road and County <br />Road J, received Planned Unit Development (PUD) approval in 2019. The approved plan <br />included redevelopment of approximately 20 acres to accommodate senior rental townhomes, <br />senior independent living apartments, assisted living/memory care, and a skilled nursing <br />facility. Approximately five acres at the corner of Hodgson Road and County Road J were <br />reserved for future commercial development. <br />Lyngblomsten recently obtained a PUD amendment modifying the skilled nursing facility from a <br />twostory, doublewing design to a threestory, singlewing structure. Construction of the <br />project is currently on hold. <br />Lyngblomsten is now considering a new proposal for the fiveacre commercial corner. They <br />intend to seek approvals for a fourstory mixeduse building that would include firstfloor <br />commercial space with independent living units on the upper floors. This concept would require <br />an amendment to the existing PUD. <br />At this time, no formal plans have been submitted. Staff is recommending an initial discussion <br />with the Board to gather preliminary comments, questions, and concerns regarding the <br />concept. Representatives from Lyngblomsten and their development team will attend the <br />meeting to provide a highlevel overview and engage in early dialogue with the Board. <br />The Economic Development Advisory Committee (EDAC) discussed the concept on February 5, <br />2026.
