developments approved since 1999, only one fell within the 2.2 to 2.4 range proposed. Twenty <br />of the projects actually fell below the proposed range. <br />Opinion <br />The discussion of residential densities has been a recurring theme throughout the comprehensive <br />planning process. Staff went through a similar exercise to evaluate densities in December 2008 <br />and January of 2009 however the council direction at that time was to lower the proposed <br />minimum residential densities consistent with the 2002 plan. That work led to the reduction of <br />the high density range from an 8 units /acre minimum to 7 units per acre and required the removal <br />of approximately 72 acres of land guided low density. The low and medium density categories <br />were not reduced. These changes were reviewed by both the Council and the Citizen Advisory <br />Panel and incorporated into the plan. <br />The 2030 plan includes a total of 162 acres guided high density residential, only 60 of which are <br />located within the Stage 1 2008 -2020 service area. <br />With this in mind the planned densities can be modified, however, if the council proposes to <br />pursue this path clear objectives should be established. The potential density alternatives may be <br />numerous and it would not be in the city's best interest to pursue options that are not viable. <br />Given the time and expense involved, we should insure that there is merit in moving forward <br />with additional changes. <br />Council Direction <br />Staff is requesting council direction regarding the following options: <br />1. Place adoption of the 2030 Comprehensive Plan on an upcoming City Council meeting <br />agenda for adoption with previously discussed Land Use Chapter and Housing Chapter <br />amendment. <br />2. Place adoption of the 2030 Comprehensive Plan on an upcoming City Council meeting <br />agenda for adoption with previously discussed Land Use annual average unit requirement <br />and Housing Chapter amendment. Direct staff to initiate a Comprehensive Plan <br />Amendment to modify residential land use densities. <br />3. Rescind the existing draft update (which Met Council has reviewed and authorized) and <br />restart the comprehensive plan update review process. <br />Attachments <br />1.
