The language <br />63 would apply to all board and commissions as well as the city council. The language is in line with <br />64 that discussed by the city's charter commission at their joint meeting with the council. The ordinance <br />65 is before the council for consideration of first reading. <br />66 <br />67 Council Member O'Donnell moved to approve the first reading of Ordinance No. 13 -10 as presented. <br />68 Council Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />69 <br />70 PUBLIC SAFETY DEPARTMENT REPORT, KENT STREGE <br />71 <br />72 4A- Dangerous Dog Disposition Agreement — This item was removed from the agenda. <br />73 <br />74 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />75 <br />76 There was no report from the Public Services Department. <br />77 <br />78 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br />79 <br />80 6A — Resolution No. 116, Approving a Conditional Use Permit for a Veterinary Hospital at 6511 <br />81 Ware Road, Suite 140 - Planner Bengtson explained the proposal to open a facility at the Spirit Hills <br />82 Mall. The site is zoned for general business and a veterinary hospital is an allowed conditional use in <br />83 that zone. The applicant has submitted plans to meet all the requirements. An indoor animal kennel <br />84 is an allowed use but is not planned in this case; they will only operate a holding area for animal <br />85 being served. The Planning and Zoning Board held a public hearing on the matter and then voted <br />86 unanimously to support the request. Conditions are included in the resolution. <br />87 <br />88 A council member asked about sound considerations for the other businesses in the mall area. Mr. <br />89 Bengtson noted that the applicant did submit a sound proofing plan that will be reviewed by the <br />• <br />2 <br />—47— <br />
