structure and improved it to be accessible. The structure was found to be installed to get <br />over a large gas line and can't be easily lowered. This structure keeps the upstream <br />ponds at their normal design elevations. The basin on the north side of the airpark <br />doesn't infiltrate as fast as it should and therefore doesn't dry out before the next rain <br />event. The water in the basin fluctuates several inches. The elevation doesn't get any <br />higher than the designed 100 -year elevation of 897.0. <br />RCWD drainage alternative report has defined two possible options to address the <br />resident concerns. Option 1 to directional bore under Palomino Lane would cost <br />$90,390. Option 2 to add 1800 feet of storm pipe east to the RCWD ditch would cost <br />$64,050. RCWD had an additional report performed regarding a no- action option which <br />stated no measureable change in the water quality would result in the improvements <br />(January 26, 2011 memo attached). <br />City staff has worked on this for several years and agreed with the past projects. We feel <br />that the infiltration basin on the north side of the airpark, while not functioning to the <br />desired ability, doesn't provide an adverse effect in the current condition. This was a <br />wetland area prior to the development and there are ponds with standing water to both <br />sides of this infiltration basin. We don't feel that the proposed improvements are <br />justified. <br />Requested Council Direction <br />City Council is asked to give staff direction if any further efforts should be taken to <br />provide resources or funding of any future improvements. <br />
