RESOLUTION PROVIDING SUPPORT FOR FURTHER EVALUATION OF A MOTORSPORTS FACILITY IN LINO LAKES WHEREAS, the City Council of the City of Lino Lakes (the City) set goals in 2007 to promote economic development, increase jobs and tax base; and WHEREAS, the I -35E Corridor has been identified as having potential to develop major projects that serve the region because of the availability of land and access to major freeways; and WHEREAS, International Motorsports Entertainment Development Company (IMEDC) has approached the City with a concept for a motorsports facility (the Facility) to encompass approximately 400 acres in the northeast corner of Lino Lakes abutting the Cities of Columbus and Hugo; and WHEREAS, IMEDC has declared that public funding is not requested for assistance in financing this proposed Facility; and WHEREAS, an Environmental Impact Statement (EIS) is required pursuant to Mn. Statute 116D.04 and Minnesota Rules 4410.4400, Subp. 22 to analyze the potential for significant environmental, economic, employment and sociological effects resulting from the Facility; and WHEREAS, the EIS analyzes appropriate alternatives to the proposed action and explores methods by which adverse environmental impacts of an action could be mitigated; and WHEREAS, IMEDC has requested a show of support from the City for the concept of the Facility in Lino Lakes before undertaking an EIS. WHEREAS, a motorsports facility would be of economic benefit, increase tax base, and provide the city with another unique destination business; and WHEREAS, the Facility would be a catalyst for further economic development. NOW, THEREFORE BE IT RESOLVED, the City has no project approval authority until the mandatory EIS is complete. BE IT FURTHER RESOLVED, the City has been shown only a concept of the proposed Facility and has received no formal application from IMEDC. BE IT FURTHER RESOLVED, that IMEDC has not provided the City with financial guarantees. BE IT FURTHER RESOLVED, that the City is interested in evaluating the concept of a motorsports facility in Lino Lakes provided all potentially negative impacts will be mitigated to the City's satisfaction.
