CITY COUNCIL WORK SESSION January 24, 2011 DRAFT 46 the city's zoning ordinance regarding open air markets, transient merchants and community 47 gardens; there was not language in the ordinance on those items. Item 6Aii would make 48 corresponding changes to the city code under the transient merchant license process and 49 the special event process. 50 51 Item 6B), Ordinance No. 03 -11 regarding Motor Vehicle Sales Lots — City Planner 52 Smyser noted this ordinance is a second reading also. It accomplishes adding a better 53 description of this type of business into the city's zoning code. 54 55 Item 6C), Ordinance No. 04 -11, regarding Home Occupations — City Planner Smyser 56 reported that the ordinance amends the recently adopted home occupation regulations to 57 reflect changes in allowing retail sales. A council member noted that this change was 58 brought about by a resident coming forward and pointing out a problem in the city's 59 regulations. The time frame for addressing a concern and accomplishing a change like this 60 is about three months, much of that due to state law. 61 62 Item 6D), Ordinance No. 05 -11, regarding Solid Waste Collection Times - 63 Enviromnental Coordinator Asleson reported that this is also a second reading. The 64 ordinance would change the city code relative to solid waste collection. Haulers will not 65 be allowed to pick up before 7:00 a.m. in residential areas and before 6:00 a.m. in 66 commercial areas. 67 68 Item 6E), Resolution 11 -01, Change Order and Final Payment on 2010 Overlay 69 Project — City Engineer Studenski explained that the 2010 Overlay Project is complete. 70 Some additional work was done by the contractor but the project still came in just $500 71 over their bid and also well under the city's estimate. All documents are in on the project 72 and the work is acceptable. This action would close out the project. 73 74 Item 6Fi and 6Fii), Resolution No. 1, Plans and Specifications for the 2011 Sealcoat 75 and 2011 Overlay projects — City Engineer Studenski explained that these efforts are 76 annual based on the city's adopted pavement management plan. Both operations extend 77 the life of the city's roadways. 78 79 The council also received an update from Mr. Studenski on the Pine Street Improvement 80 Project. The project is complete, the work well done and the residents seem satisfied with 81 the work and costs, which came in under estimate. 82 83 Item 6G), Resolution No. 11 -05, contract with EOR, Inc. for the 2011 Local Water 84 Management Plan — Community Development Director Grochala provided the council 85 with the staff report. This would authorize preparation of a local water management plan 86 for the city. The Rice Creek Watershed District completed their local plan in June of last 87 year and that had followed the Vadnais Lakes Area Water Management Organization 88 (VLAWMO) update. The city is required to redo its plan to be consistent with those 89 plans (within two years of the VLAWMO update).
