CITY COUNCIL WORK SESSION January 24, 2011 <br />DRAFT <br />46 the city's zoning ordinance regarding open air markets, transient merchants and community <br />47 gardens; there was not language in the ordinance on those items. Item 6Aii would make <br />48 corresponding changes to the city code under the transient merchant license process and <br />49 the special event process. <br />50 <br />51 Item 6B), Ordinance No. 03 -11 regarding Motor Vehicle Sales Lots — City Planner <br />52 Smyser noted this ordinance is a second reading also. It accomplishes adding a better <br />53 description of this type of business into the city's zoning code. <br />54 <br />55 Item 6C), Ordinance No. 04 -11, regarding Home Occupations — City Planner Smyser <br />56 reported that the ordinance amends the recently adopted home occupation regulations to <br />57 reflect changes in allowing retail sales. A council member noted that this change was <br />58 brought about by a resident coming forward and pointing out a problem in the city's <br />59 regulations. The time frame for addressing a concern and accomplishing a change like this <br />60 is about three months, much of that due to state law. <br />61 <br />62 Item 6D), Ordinance No. 05 -11, regarding Solid Waste Collection Times - <br />63 Enviromnental Coordinator Asleson reported that this is also a second reading. The <br />64 ordinance would change the city code relative to solid waste collection. Haulers will not <br />65 be allowed to pick up before 7:00 a.m. in residential areas and before 6:00 a.m. in <br />66 commercial areas. <br />67 <br />68 Item 6E), Resolution 11 -01, Change Order and Final Payment on 2010 Overlay <br />69 Project — City Engineer Studenski explained that the 2010 Overlay Project is complete. <br />70 Some additional work was done by the contractor but the project still came in just $500 <br />71 over their bid and also well under the city's estimate. All documents are in on the project <br />72 and the work is acceptable. This action would close out the project. <br />73 <br />74 Item 6Fi and 6Fii), Resolution No. 1, Plans and Specifications for the 2011 Sealcoat <br />75 and 2011 Overlay projects — City Engineer Studenski explained that these efforts are <br />76 annual based on the city's adopted pavement management plan. Both operations extend <br />77 the life of the city's roadways. <br />78 <br />79 The council also received an update from Mr. Studenski on the Pine Street Improvement <br />80 Project. The project is complete, the work well done and the residents seem satisfied with <br />81 the work and costs, which came in under estimate. <br />82 <br />83 Item 6G), Resolution No. 11 -05, contract with EOR, Inc. for the 2011 Local Water <br />84 Management Plan — Community Development Director Grochala provided the council <br />85 with the staff report. This would authorize preparation of a local water management plan <br />86 for the city. The Rice Creek Watershed District completed their local plan in June of last <br />87 year and that had followed the Vadnais Lakes Area Water Management Organization <br />88 (VLAWMO) update. The city is required to redo its plan to be consistent with those <br />89 plans (within two years of the VLAWMO update). Staff got a proposal from EOR, Inc., a <br />90 firm well familiar with water resources in Lino Lakes from past experience and work, for a <br />P42 <br />• <br />• <br />
