CITY OF LINO LAKES <br />RESOLUTION NO. 26-27 <br />APPROVING COMPREHENSIVE PLAN AMENDMENT FOR PUBLIC WORKS <br />BUILDING PROPERTY <br />WHEREAS, the City is proposing to construct anew Public Works building at 1189 Main <br />Street, and <br />WHEREAS, the property (Anoka County Property Identification Numbers 04-31-22-44- <br />0001 and 04-31-22-44-0004) is currently served by an individual subsurface sewage treatment <br />system and private well; and <br />WHEREAS, the City finds that it is in the best interest of the public health, welfare and <br />safety to extend municipal sewer and water utilities to service the property as part of the <br />construction project, and <br />WHEREAS, the land use of the parcel is currently guided Civic and Institutional in the City's <br />2040 Comprehensive Plan and located in a Stage 3 (post 2040), Planned Service area; and <br />WHEREAS, it is necessary to amend the 2040 Comprehensive Plan, Utility Staging Plan, to <br />change the Planned Service Area from Stage 3 to Stage 1A to service the property, and <br />WHEREAS, the Planning and Zoning Board following published notice, held a public <br />hearing on February 11, 2026 and recommended approval of the proposed amendment, <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that the <br />Comprehensive Plan is hereby amended to: <br />1. Reclassify the 28-acre Public Works property (Anoka County Property Identification <br />Numbers 04-31-22-44-0001 and 04-31-22-44-0004) from Stage 3 Planned Service <br />Area to Stage 1A Planned Service Area, as shown on attached Exhibit B. <br />BE IT FURTHER RESOLVED, that municipal utility service will be limited to the Public Works <br />Building and no other properties, outside of the State 1A Planned Service Area, will be allowed <br />to connect without an amendment to the Comprehensive Plan. <br />Adopted by the City Council of the City of Lino Lakes this 91h day of March, 2026. <br />R6 fRfffferty,' <br />Mayor <br />
