Public Assistance <br />In 2010 the State Legislature added some flexibility into the TIF law as part of the Jobs <br />Bill that allows the creation of 10 -year TIF districts for commercial development. That <br />provision is likely to be extended to 2013. While a project of this scope would not <br />generate a substantial amount of tax increment, the City would have that tool available to <br />assist with development of infrastructure to get this first phase underway. <br />EDAC comments <br />EDAC members heard Mr. Miller's proposal and are supportive of this project as a <br />catalyst to extend utilities, to spur further development and to create tax base and jobs in <br />conjunction with the completion of the 35E interchange. EDAC noted that its <br />recommendations to Council include the City's use of economic development tools and <br />that the City should take advantage of a window of opportunity to use TIF to spur <br />commercial development. <br />Requested Council Direction <br />Staff is seeking direction from Council as to whether this is a course of action the Council <br />would like to pursue to begin development along the northern extension of Otter Lake <br />Road. <br />Attachments: <br />1.
