t <br />• <br />Lino Lakes Public Services Department <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />(651) 982 -2440 Fax (651) 982 -2439 <br />• <br />• <br />March 2, 2011 <br />TO: Mayor Reinert and City Council Members <br />FROM: Rick DeGardner, Public Services Director <br />SUBJECT: Recreation Complex Update <br />At last month's Work Session, Mayor Reinert requested information related to the <br />phasing plan for the Recreation Complex property located at the southeast corner of <br />Birch Street and Centerville Road. <br />In 2002, a City Referendum consisting of development of the Recreation Complex, <br />improvements to 16 neighborhood parks, and the construction of 2.5 miles of trails was <br />defeated. A copy of the Recreation Complex plan is attached. <br />In 2007, a phasing plan was developed for the Recreation Complex property (See <br />attached). Development of Phase 1 will provide useable recreation space to the <br />community and also provide more exposure to the remaining undeveloped portion of the <br />site. <br />The purchase of the land was financed through an interfund loan from the Area and Unit <br />Fund. In 2007, the City established a repayment plan utilizing excess general fund <br />balances and Dedicated Parks funds. <br />Options to secure funding for development of the Recreation Complex include: <br />• General Fund Levy - Requires tax rate increase. <br />• City Referendum - Requires successful city wide referendum election. <br />• Dedicated Parks Funds - Acquired through residential, commercial, and industrial <br />development. Only marginal undesignated funds are currently in place. <br />
