• <br />• <br />AGENDA ITEM 6D <br />STAFF ORIGINATOR: Michael Grochala <br />CITY COUNCIL <br />DATE: <br />TOPIC: <br />March 28, 2011 <br />Consideration of Resolution No. 11 -39 Related to <br />Special Legislation for Tax Increment Financing in the <br />City of Lino Lakes <br />VOTE REQUIRED: 3/5 <br />BACKGROUND: <br />In January staff presented information to the City Council regarding the potential <br />for the City to seek special legislation from the state legislature that would extend <br />the duration of Tax Increment Financing District No. 1 -10 through 2023 and <br />devote the tax increment to payment of debt service on the Legacy at Woods <br />Edge improvements and the 35W interchange. Staff requested permission from <br />the council to pursue this legislation. The council concurred that staff should <br />proceed with pursuing this legislation. <br />Staff has since testified at public hearings at the State Legislature regarding our <br />bills, identified as House File No. 861 and Senate File No. 653. The legislation <br />was incorporated into the House of Representatives Property Tax Division <br />Report and has now been incorporated into the Omnibus Tax Bill. <br />Staff also attended the Anoka County Board meeting in March and the County <br />Board passed a Resolution stating it had no objections to the extension of the <br />TIF district. This Resolution was distributed to the Anoka County legislative <br />delegation. <br />This resolution takes formal action to show City support for the special <br />legislation. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 11 -39 <br />ATTACHMENTS <br />Resolution No. 11 -39 <br />P121 <br />
