WS — Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item <br />Date: April 4, 2011 <br />To: City Council <br />From: Jeff Karlson, City Administrator <br />Re: Connect Anoka County Fiber Project <br />Background <br />During the March 28 work session, representatives from Anoka Co. were present to explain <br />the Connect Anoka County Project for the construction of a broadband fiber network <br />throughout Anoka County. The project will link 145 anchor institutions with three core rings, <br />creating a 286 -mile backbone. The backbone will connect police, fire, public works, libraries, <br />K -12 schools, colleges, city halls, and county buildings. <br />Anoka County has held several meetings with representatives from the various public entities <br />to go over the project details and to answer questions about the fiber optic backbone. The <br />County was hoping to have all the community anchor institutions adopt a Connectivity <br />Services Agreement by April 1, 2011. However, several concerns have been raised about the <br />potential deficiencies in the Agreement. <br />Since several questions came up about the project, the North Metro Cable Commission (of <br />which Lino Lakes is a member) asked its telecommunications attorney, Steve Guzzetta, to <br />review the Connectivity Services Agreement. Mr. Guzzetta pointed out several concerns he <br />had with the agreement and drafted a revised agreement that addresses his concerns. His <br />revised version of the agreement was sent to the County Attorney's Office for review. During <br />the March 28 work session, Assistant County Attorney Kathryn Timm indicated that the <br />County is not interested in making further revisions to the Agreement at this time. <br />Ms. Timm and David Minke, Anoka County Deputy Administrator, will be available on <br />Monday night to answer any questions the Council has about the Agreement. <br />Staff will continue to gather more information about the project before Monday night's <br />meeting. <br />Attachments <br />Connectivity Services Agreement w /Attachments <br />March 21, 2011 Letter from Steve Guzzetta <br />
