• <br />• <br />• <br />AGENDA ITEM 3A <br />STAFF ORIGINATOR: Dan Tesch, Director of Administration <br />MEETING DATE: April 11, 2011 <br />TOPIC: Connect Anoka County Fiber Project <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />At last Monday evening's work session, representatives from Anoka County discussed <br />its proposal for developing a county -wide broadband fiber network. Part of that project <br />includes connecting 145 police, fire, public works, city halls, libraries, schools, colleges <br />and county buildings. The contract before you will allow for the connection of public <br />buildings (City Hall, Fire Station #2 and Public Works Facility) in Lino Lakes. <br />In order for our buildings to be included, equipment will need to be located in our <br />facilities. The City will incur no cost for the delivery of fiber to the buildings or for the <br />equipment. The North Metro Telecommunications Committee (NMTC) attorney has <br />reviewed the Connectivity Services Agreement and has met with Anoka County <br />officials. Attached is a memo from Mr. Guzzetta, which outlines his analysis of the <br />final draft agreement. While he still has concerns with regard to a guarantee of <br />bandwidth speed, in the final analysis this project will benefit Lino Lakes and Anoka <br />County. <br />At a meeting I attended Tuesday, it was the consensus of the member cities of NMTC <br />that they agree to place the equipment in their public buildings and reserve the right to <br />sign up for broadband service at a later date. <br />Locating the equipment at city hall does not require the City to sign up for broadband <br />service, but it does make it available should we wish to do so in the future. The City <br />will have approximately 18 months to make that decision. This will also complete a <br />secure broadband connection to our public works facility located on Main Street. <br />Other considerations include: <br />• Locating equipment at our public buildings will facilitate the advancement of <br />high speed internet to businesses located within close proximity to those <br />locations; thus becoming a great tool for economic development. <br />• The city can manage the process through easement agreements and rights of <br />way permits. <br />• A governance board will be created to manage the Zayo system. <br />
