• <br />• <br />• <br />WS — Item 4 <br />APPENDIX A <br />WORK SESSION STAFF REPORT <br />Work Session Item 4 <br />Date: Council Work Session, July 6, 2010 <br />To: City Council <br />From: Michael Grochala <br />Re: 6931 Lake Drive — John Freimuth <br />Background <br />At the June 14, 2010 regular City Council meeting, Mr. John Freimuth, 7381 Jon <br />Avenue, spoke to the council regarding his interest in purchasing the property at 6931 <br />Lake Drive to operate a recycling center. Mr. Freimuth explained that existing city <br />requirements made moving into the building cost prohibitive, specifically concerning <br />installation of a fire suppression system. Mr. Freimuth previously brought this issue to <br />the Planning & Zoning board. The board was supportive of his business moving to the <br />city, but not necessarily at this location. <br />Analysis <br />The building located at 6931 Lake Drive, former site of Bill's Rental, has been vacant <br />since April of 2006. The site is zoned LI, Light Industrial and is guided as Performance <br />Land Use within the 2002 Comprehensive Plan. The draft 2030 plan guides the property <br />as Commercial. <br />There are a number of issues with the existing structure, waste disposal and site <br />requirements that need to be resolved in accordance with current city code requirements <br />regardless of the proposed use. However, for the purpose of this report we will <br />concentrate on the three major issues regarding Mr. Freimuth's proposal: <br />1) The proposed use is not allowed within the LI, Light Industrial zoning district or <br />any other city zoning district. <br />2) The proposed use is not supported by the Comprehensive Plan (both the existing <br />2002 plan and the draft 2030 plan). <br />3) A fire suppression system must be installed in accordance with the Building <br />Code. <br />1 <br />
