WS — Item 8 <br />WORK SESSION STAFF REPORT <br />Work Session Item 8 <br />Date: Council Work Session, June 6, 2011 <br />To: City Council <br />From: Michael Grochala <br />Re: Local Water Management Plan <br />Background <br />The Rice Creek Watershed District adopted its 2010 Watershed Management Plan (WMP) on <br />June 9, 2010. In accordance with state law, the city must adopt a Local Surface Water <br />Management Plan within two years of the board's approval. Accordingly the city's plan is <br />required to be completed by June 9, 2012. <br />In January of 2011 staff brought forward a consultant proposal to prepare the plan. Due to the <br />proposed cost of the plan update the council took no action on the proposal. The council directed <br />staff to prepare an overview of the surface water management requirements and programs that <br />currently effect the city. <br />At the May 2, 2011 council work session staff provided an overview of the major surface water <br />management programs which effect the city and are incorporated into the local water <br />management plan. Council directed staff to work with EOR to modify the scope and reduce the <br />cost for the plan preparation. <br />Analysis <br />As directed staff has worked with EOR, Inc. to reduce the proposed Local Water Management <br />Plan cost from approximately $90,000 in the January proposal to a revised estimate of $62,000. <br />This was accomplished through both modifing personnel assignments and more significantly <br />modifying the scope of the document. <br />The content of Local Surface Water Management plans is prescribed by Minnesota Statutes and <br />must be completed in conformance with the requirements of the local water management <br />organizations (Rice Creek and VLAWMO). However, the local unit of government does have <br />the ability to expand upon the minimum requirements. <br />The Lino Lakes Resource Management Plan completed by the RCWD and City established 15 <br />Resource Management Units ( RMU's) that are essentially subwatershed areas within the city. <br />The initial scope of the water management plan included detailed goal, policy and planning for <br />each of the specific RMU's. The revised scope includes only the Marshan, Reshanau, and <br />1 <br />
