WS — Item 8 WORK SESSION STAFF REPORT Work Session Item 8 Date: Council Work Session, June 6, 2011 To: City Council From: Michael Grochala Re: Local Water Management Plan Background The Rice Creek Watershed District adopted its 2010 Watershed Management Plan (WMP) on June 9, 2010. In accordance with state law, the city must adopt a Local Surface Water Management Plan within two years of the board's approval. Accordingly the city's plan is required to be completed by June 9, 2012. In January of 2011 staff brought forward a consultant proposal to prepare the plan. Due to the proposed cost of the plan update the council took no action on the proposal. The council directed staff to prepare an overview of the surface water management requirements and programs that currently effect the city. At the May 2, 2011 council work session staff provided an overview of the major surface water management programs which effect the city and are incorporated into the local water management plan. Council directed staff to work with EOR to modify the scope and reduce the cost for the plan preparation. Analysis As directed staff has worked with EOR, Inc. to reduce the proposed Local Water Management Plan cost from approximately $90,000 in the January proposal to a revised estimate of $62,000. This was accomplished through both modifing personnel assignments and more significantly modifying the scope of the document. The content of Local Surface Water Management plans is prescribed by Minnesota Statutes and must be completed in conformance with the requirements of the local water management organizations (Rice Creek and VLAWMO). However, the local unit of government does have the ability to expand upon the minimum requirements. The Lino Lakes Resource Management Plan completed by the RCWD and City established 15 Resource Management Units ( RMU's) that are essentially subwatershed areas within the city. The initial scope of the water management plan included detailed goal, policy and planning for each of the specific RMU's. The revised scope includes only the Marshan, Reshanau, and 1
