Council Member O'Donnell <br />92 seconded the motion. Motion carried on a unanimous voice vote. <br />93 <br />94 6B) Resolution No. 11 -76, calling for a hearing on the modification of Tax Increment District 1- <br />95 10- Economic Development Coordinator Divine noted the state legislature's recent approval of the <br />96 city's request to amend this tax increment financing district. The modification requires a public <br />97 hearing and staff is requesting that council set the date for the public hearing for August 22, 2011. <br />98 <br />99 Council Member Roeser moved to approve Resolution No. 11076 as presented. Council Member <br />100 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />101 <br />102 6C) 2011 Blue Heron Days: i.) Resolution No. 11 -77, Approving use of city property — <br />103 Economic Development Coordinator Divine noted that some participants in this year's Blue Heron <br />104 Days Festival have requested permission to use certain city -owned property for events. Staff has <br />105 determined that the city is appropriately covered with insurance for these locations and will work to <br />106 minimize any liability exposure related to use. <br />107 <br />108 Council Member Rafferty moved to approve Resolution No. 11 -77 as presented. Council Member <br />109 Gallup seconded the motion. Motion carried on a unanimous voice vote. <br />110 <br />111 ii.) Resolution No. 11 -73, Requesting the provision of liability insurance for certain Blue Heron <br />112 Days Events — Economic Development Coordinator Divine noted that city staff has reviewed the <br />113 events planned for this year's festival and has obtained proof of private insurance where possible. For <br />114 certain events, including the business expo at city hall and the ambassador's coronation, the city has <br />115 confirmed coverage under the city's policy with the League of Minnesota Cities. Staff is requesting <br />116 that the council approve a resolution approving that insurance coverage. <br />117 <br />118 Council Member Gallup moved to approve Resolution No. 11 -73 as presented. Council Member <br />119 Rafferty seconded the motion.
