Council Member O'Donnell 92 seconded the motion. Motion carried on a unanimous voice vote. 93 94 6B) Resolution No. 11 -76, calling for a hearing on the modification of Tax Increment District 1- 95 10- Economic Development Coordinator Divine noted the state legislature's recent approval of the 96 city's request to amend this tax increment financing district. The modification requires a public 97 hearing and staff is requesting that council set the date for the public hearing for August 22, 2011. 98 99 Council Member Roeser moved to approve Resolution No. 11076 as presented. Council Member 100 Rafferty seconded the motion. Motion carried on a unanimous voice vote. 101 102 6C) 2011 Blue Heron Days: i.) Resolution No. 11 -77, Approving use of city property — 103 Economic Development Coordinator Divine noted that some participants in this year's Blue Heron 104 Days Festival have requested permission to use certain city -owned property for events. Staff has 105 determined that the city is appropriately covered with insurance for these locations and will work to 106 minimize any liability exposure related to use. 107 108 Council Member Rafferty moved to approve Resolution No. 11 -77 as presented. Council Member 109 Gallup seconded the motion. Motion carried on a unanimous voice vote. 110 111 ii.) Resolution No. 11 -73, Requesting the provision of liability insurance for certain Blue Heron 112 Days Events — Economic Development Coordinator Divine noted that city staff has reviewed the 113 events planned for this year's festival and has obtained proof of private insurance where possible. For 114 certain events, including the business expo at city hall and the ambassador's coronation, the city has 115 confirmed coverage under the city's policy with the League of Minnesota Cities. Staff is requesting 116 that the council approve a resolution approving that insurance coverage. 117 118 Council Member Gallup moved to approve Resolution No. 11 -73 as presented. Motion carried on a unanimous voice vote. 120 121 UNFINISHED BUSINESS 122 123 There was no Unfinished Business. 124 125 NEW BUSINESS 126 127 Victoria Hanson, Sheet Metal Workers (SMW) Credit Union, President of the Chain of Lakes 128 Rotary Club and applicant for the Blue Heron Days special event permit, addressed the council. 129 Ms. Hanson explained the history of the credit union, announced her enthusiasm at being involved in 130 the Blue Heron Days festival, explained the Rotary's involvement and reviewed the list of events 131 included in this year's festival. 132 133 134 P19
