• <br />• <br />• <br />Further study is needed regarding the potential traffic impacts and needed road <br />improvements. We believe this study should be completed by the developer prior to any <br />formal approvals by the City of Lino Lakes and that such information will be shared with <br />the City of Shoreview and Ramsey County. <br />Land Use <br />Regarding land use, the property immediately south of the project area in the Shoreview <br />consists of low-density detached single-family residential uses, commercial uses and <br />vacant land. The commercial area and the vacant land are located in a Policy <br />Development Area. Policy Development Areas (PDA) are areas in the community that <br />present opportunities or pose significant concerns for development or redevelopment. <br />The use of the PDA concept allows the City to require more specific development <br />policies that would be applied under the general land use designation. Attached you will <br />find an excerpt from the Comprehensive Plan which includes the policies for this area. <br />The primary concern regarding land use relates to the potential impact higher intensity <br />uses will have on our residential neighborhoods. These impacts include probable <br />building mass differences, traffic generation, activityluse of dissimilar but adjoining land <br />uses. Buffering potential of these dissimilar land uses should be reviewed in future <br />development proposals. <br />This redevelopment does, however, provide an opportunity to create a commercial center <br />that meets the needs of the nearby residential neighborhoods that is within walking or <br />bikina. distance. Any redevelopment should be cohesive and integrated with the <br />development south of County Road J. <br />I hope these comments are helpful as the City of Lino Lakes reviews the proposed <br />concept plan application.
