WS — Item 5 <br />WORK SESSION STAFF REPORT <br />Work Session Item 5 <br />Date: Council Work Session, September 6, 2011 <br />To: City Council <br />From: Michael Grochala <br />Re: Comprehensive Plan Review <br />Background <br />The City Council passed Resolution No. 09 -23 adopting preliminary approval of the 2030 <br />Comprehensive Plan for submittal to the Metropolitan Council in June of 2009. The plan was <br />submitted to Metropolitan Council in August of 2009. At the request of Metropolitan Council, <br />supplemental materials were submitted in October 2009 and the plan submittal was deemed <br />complete. On December 9, 2009 the Metropolitan Council authorized the City to put its 2030 <br />Plan Update into effect. <br />Throughout 2010 the City Council continued to discuss modification of the plan regarding <br />growth management and housing. In January of 2011 the City Council completed its review and <br />directed staff to submit the plan to adjacent jurisdictions for review. In May of 2011 the City <br />Council passed Resolution No. 11 -49 granting preliminary approval of the revised plan for <br />submittal to the Metropolitan Council. On August 10, 2011 the Metropolitan Council authorized <br />the City to put the revised 2030 plan into effect. <br />Analysis <br />The City Council has worked extensively, since the plan was received from the City's Planning <br />and Zoning Board, to build upon and enhance the draft document. The City Council's work over <br />the past two years have centered on concerns regarding pace, quality and density. Through the <br />resulting stages of plan review the Council has addressed these concerns. <br />The initial 2009 council action included the following changes to the draft plan: <br />• Decreased the household growth forecasts from 6,600 units to 4,600 units resulting in the <br />reduction of the cumulative 2030 household forecast by a total of 2,000 units. <br />• Reduction in the City's affordable housing goal from 1,275 to 560 units. <br />1 <br />
