WS — Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item 3 <br />Date: October 3, 2011 <br />To: City Council <br />From: Jeff Karlson, City Administrator <br />Re: Organized Solid Waste Collection <br />Background <br />The City Council recently received a letter from a Lino Lakes resident who requested that <br />the City consider an organized citywide trash collection program. <br />Attached is a table that lists the advantages and disadvantages of organized collection <br />systems. This was included in a 2009 report commissioned by the Minnesota Pollution <br />Control Agency, which analyzed waste collection service arrangements. Using examples <br />from cities across Minnesota, the analysis provides details on these programs based on: <br />(1) cost; (2) impacts on the environment; (3) efficiency and effectiveness of solid waste <br />management systems; and (4) outcomes as they relate to MPCA's strategic plan, such as <br />renewable energy and reduced greenhouse gas emissions. <br />The primary advantages of organized collection are lower prices, reduced truck traffic, <br />and greater community control over decisions related to waste management.
