The 113 ordinance has been reviewed by the Planning and Zoning Board (forwarded without recommendation) 114 and the Economic Development Advisory Committee (approved) and is presented for second reading 115 and passage. Findings in support of the amendment are included in the ordinance. 116 117 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council Member 118 Gallup seconded the motion. Motion carried on a unanimous voice vote. 119 120 Council Member Roeser moved to approve the second reading and adoption of Ordinance No. 21 -11 121 as presented. Council Member Rafferty seconded the motion. Motion carried: Yeas, 5; Nays none. 122 123 6B, Resolution No. 11 -117, Approving Final Payment for the 2011 Street Sealcoat Project — City 124 Engineer Wedel noted that the contractor for the 2011 City Sealcoat Project, Pearson Brothers, Inc., is 125 requesting their final payment for the project. That payment, along with a small deduct for a change 126 order, would bring the project in below the original contracted amount. Staff is recommending 127 approval of the payment. 128 129 Council Member Rafferty moved to approve Resolution No. 11 -117, as presented. Council Member 130 Gallup seconded the motion. Motion carried on a unanimous voice vote. 131 132 6C, Resolution No. 11 -118, Approving Pay Request 3F (Final) and Compensating Change 133 Order No. 2 for the 2011 Overlay Project.- City Engineer Wedel reported that the contractor for the 3
