• <br />• <br />• <br />3Ca- <br />AGENDA ITEM 3E <br />STAFF ORIGINATOR: Jeff Karlson, City Administrator <br />MEETING DATE: December 12, 2011 <br />TOPIC: Labor Agreement with LELS, Local 260 (Sergeants) <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />We have reached a tentative one -year agreement with Law Enforcement Labor Services, Local <br />No. 260 for year 2011. <br />DISCUSSION <br />The members have agreed to the following terms: <br />1. WAGES: 0% wage increase. <br />2. HEALTH INSURANCE: Article 16 revised to read: <br />a) Effective January 1, 2011, Employer will provide health insurance through a consumer - <br />driven health insurance plan with a Health Savings Account (HSA). Employer will <br />contribute $351.57 toward the premium for single coverage and $880.33 toward the <br />premium for family coverage. The Employer's contribution for the HSA toward the <br />annual deductibles will be $1,500 for single coverage and $3,000 for family coverage. <br />Employer contributions toward the premiums and health savings account for 2012 will be <br />stipulated in a Memorandum of Understanding. <br />The cash option for waiving health insurance coverage will be the same as the single <br />HSA premium in 2011 and 2012, minus Social Security and Medicare taxes. <br />3. AVAILABILITY PAY: Sergeants will be provided a monthly stipend of $100, retroactive to <br />January 1, 2011, as compensation for being available to take phone calls and emails related <br />to department business during off duty hours. This stipend will automatically be increased <br />by a cost of living adjustment in accordance with any subsequent collective bargaining <br />agreement. <br />RECOMMENDATION <br />Authorize execution of 2011 labor agreement between the City of Lino Lakes and Law <br />Enforcement Labor Services, Local 260. <br />
