CITY OF LINO LAKES <br />RESOLUTION NO. 26-53 <br />Approving CIP Amendment — Street Sweeper Acquisition and Acceptance of <br />RCWD Grant <br />WHEREAS, the City of Lino Lakes 2026 Capital Improvement Plan (CIP) includes funding <br />in the amount of $325,000 for replacement of the existing street sweeper; and <br />WHEREAS, staff has evaluated operational needs, water quality goals, and available funding <br />opportunities and has identified a more effective long-term approach; and <br />WHEREAS, the City has been awarded a $100,000 Stormwater Management Grant from <br />the Rice Creek Watershed District to support the purchase of a regenerative air street sweeper; <br />and <br />WHEREAS, the grant award is contingent upon the City expanding its sweeper fleet and <br />implementing an enhanced street sweeping program; and <br />WHEREAS, staff recommends amending the 2026 Capital Improvement Plan (CIP) to replace the <br />planned street sweeper replacement with the acquisition of an additional street sweeper at a total cost <br />of $412,540, resulting in a net City cost of $312,540 after grant funding; and <br />WHEREAS, the proposed amendment will expand the City's sweeper fleet from one unit to two, <br />defer replacement of the existing sweeper to 2030, and establish a replacement year of 2040 for the new <br />sweeper; and <br />WHEREAS, funding for the acquisition will be allocated between the Storm Sewer Fund and Fleet <br />Fund consistent with current City practices; and <br />WHEREAS, implementation of an enhanced street sweeping program will improve operational <br />efficiency and reduce phosphorus loading to local water bodies, supporting watershed management goals <br />and regulatory requirements. <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes, Minnesota that <br />1. The 2026 Capital Improvement Plan (CIP) is hereby amended to replace the planned <br />street sweeper replacement with the acquisition of an additional street sweeper. <br />2. The City Council hereby accepts the $100,000 grant from the Rice Creels Watershed <br />District, contingent upon implementation of the enhanced street sweeping program. <br />3. The City is authorized to purchase a regenerative air street sweeper in the amount of <br />$412,540. <br />4. The existing street sweeper replacement is deferred to the year 2030. <br />
