• Section 2. Election The Chair shall be the City Council representative. The Vice -Chair shall be elected by a simple majority of those present and voting. Section 2. Chair The Chair shall preside at all scheduled meetings, set the agenda, oversee the implementation of decisions made by the DRTF, and serve as primary liaison with City Staff and City Council. The Chair shall serve as the primary spokesperson for the DRTF. The Chair will be responsible for providing monthly updates to the City Council. Section 6. Vice -Chair The Vice -Chair shall perform the duties of the Chair during the temporary absence of the Chair. The Vice -Chair shall perform such other duties as may be assigned by the Chair. ARTICLE V. MEETINGS Section 1. Regular Meetings The DRTF shall hold monthly meetings as prescribe by the process schedule approved by the City Council. The date, time, and location of meetings shall be established by agreement of the DRTF members. All meetings shall be open to the public, however such meetings shall not be public hearings. Public testimony will not be heard by the DRTF with the exception of technical advisors requested by the task force for specific topics of discussion. Section 2. Special Meetings Special meetings may be called by the Chair, or by the Vice -Chair in the absence of the Chair for the purpose of maintaining the process schedule as set forth by the City Council. Section 3. Quorum The presence of a simple majority of the voting members shall constitute a Quorum. A simple majority vote of the quorum is required to pass a motion before the DRTF. Proxy voting, is not permitted. Section 4. The Chair shall preside over DRTF meetings in accordance with Robert's Rules of Order, when necessary or appropriate. Draft 01/08/02
