Although Gethsemane United Methodist Church was <br />a permitted use in an R -3 zone under the Zoning Ordinance in effect during its <br />construction in 1989, a subsequent change in the Ordinance now requires a Conditional <br />Use Permit for any Church located in an R -3 zone. As a result, the desire of the Church <br />to construct a picnic shelter will need to be handled administratively as a Conditional Use <br />Permit Amendment since it is an alteration of the site; and according to City Zoning <br />Ordinance Section 2, Subd. 2.B.13, "any enlargement, structural alteration, or <br />intensification of such use shall require an amended conditional use permit." <br />ANALYSIS <br />The proposed picnic shelter will be considered an accessory building (see Exhibit #2). It <br />is anticipated the picnic shelter would be used for the Church's annual Booya Festival, <br />Vacation bible School classes, Youth Events, Church picnics, and reunions. Under City <br />Zoning Ordinance Section 3, Subd. 4.D.8.f., accessory buildings for property located <br />within an R -3 zone, greater than one and one - quarter acres in size, are limited in number <br />to a maximum of one attached garage and two detached accessory structures. The <br />maximum total square footage for accessory buildings in an R -3 zone for a lot of this size <br />is limited to 2,020 sq. ft. <br />
