• <br />• <br />MEMORANDUM <br />DATE: February 6, 2002 <br />TO: City Council <br />FROM: Michael Grochala <br />RE: Gethsemane Church <br />As discussed at the January 28, 2002 council meeting, Gethsemane United Methodist <br />Church is requesting a Conditional Use Permit Amendment to construct a picnic shelter. <br />In preparation of the report, staff found that the conditions of a three (3) lot minor <br />subdivision and rezoning request by the Church, approved by the City Council in 1997, <br />have not been met. Specifically, the Church has failed to provide the right -of -way for <br />Stage Coach Trail as required by condition of approval. <br />The minor subdivision consisted of dividing the 8.9 acre church parcel into three lots. <br />Parcel A, which included the existing church, was 5.3 acres. Parcel B was 3.2 acres and <br />Parcel C, the parsonage, was 19,000 square feet. Included with the minor subdivision <br />request was a concept drawing for the future subdivision of Parcel B which included the <br />extension of Stage Coach Trail to the north property line. <br />The purpose for requiring the dedication of the Stage Coach Trail right -of -way was to <br />satisfy the subdivision requirement that all lots shall abut for their full frontage on a <br />publicly dedicated street. Parcel B and Parcel C of the minor subdivision did not meet <br />this requirement as originally proposed. To remedy this situation the minor subdivision <br />was approved with the following conditions: <br />1. The subdivision include the formal dedication of the Stage Coach Trail right -of- <br />way with the understanding that Parcels B and C will be financially responsible <br />for the future construction of the street. <br />2. The City Engineer provide comment and recommendation in regard to utility <br />issues. <br />3.
