is thought that if a "handshake agreement" can be reached with the skiers to not <br />• use the area during critical times, then observations <br />can be made of cause and effect. The other issue that <br />• <br />• <br />was discussed was lake -use regulation. <br />Regulating the use of Lakes in Minnesota is <br />delegated to local governments. Regulation is <br />achieved through local ordinance establishment. <br />There are two local governments involved in the issue <br />of regulating use on Lake Peltier. They are the Cities <br />of Lino Lakes and Centerville. The two cities would need to pass joint powers <br />agreement and ordinance. The proposed ordinance would include a no -wake <br />zone in the area to the North of the Southern section lines of Sections 10 and 11. <br />This would be a line east and west starting at the southern boundary of Rehbeins <br />Peltier View Subdivision of Lino Lakes. <br />Biologists at the task force meeting have indicated that we have one, maybe two <br />more chances left to save the Heron Rookery. <br />Analysis: <br />Without some action taken very soon, the City of Lino Lakes is in danger of <br />loosing a unique natural resource feature. The Herons start nesting at the end of <br />April. Regulation before this time would ensure the buffer /use needed to <br />encourage the retum of the Colony. <br />Another side point of high -power boat prop use in the area North of the island is <br />that of water quality impact. Normal water depth in this area is registered as 4.5 <br />feet. During low -lake elevation periods, this can be less than 3 feet. Aerial <br />photography shows channeling and turn - around curl in the ski coarse. <br />Sediments are very phosphorous rich in our lakes. The effect of the prop <br />churning of these sediments is that of pumping phosphorous into the water <br />column. Phosphorous is the limiting factor to plant growth in our lakes. Although <br />unverified by phosphorus sampling data, observations made indicated an <br />unusual increase in algae blooms in the lake after skiing events. <br />Options: <br />Proceed with a joint - powers ordinance regulating use of Peltier Lake in the island <br />area. <br />Recommendation: <br />Proceed and process this regulation ianguage as soon as possible. <br />
