CITY COUNCIL WORK SESSION APRIL 3, 2002 <br />• City Engineer Studenski advised the Holte pond is in the Weber Addition outside of the <br />existing easement. This issue has been discussed previously by the Council. The City is <br />at the point of eminent domain to obtain the additional easement. Staff has submitted the <br />necessary paperwork to the City Attorney. A time frame regarding the eminent domain <br />process will be available in a few weeks. Staff will obtain bids to finish the work on the <br />pond and storm sewer. <br />Councilmember O'Donnell stated the City wanted to negotiate with the homeowner and <br />only use eminent domain as a last resort. City Engineer Studenski stated the City is <br />currently at the point of eminent domain. <br />Councilmember O'Donnell stated the pipe will not completely solve the issue of water in <br />neighbors' basements. If the homeowner keeps filling the pond the City can then <br />eliminate the pond completely with the eminent domain process. <br />City Engineer Studenski advised a schedule regarding this issue will be provided at a <br />future Council meeting. <br />YOUTH RESOURCE OFFICER FOR ELEMENTARY SCHOOLS, DAVE <br />PECCHIA <br />III Chief Pecchia advised on March 20, 2002, the City was notified it will be receiving a <br />COPS in Schools grant award for one new full -time officer at an estimated cost of <br />$ 125,000. This is a three year grant and applies to salaries and benefits for an officer <br />hired after March 1, 2002. <br />• <br />A tentative offer of employment will be made to Jessica Halloran, Senior CSO. The <br />appointment will be conditioned upon successful completion of a physical and psychiatric <br />exam. If approved, the new officer will be placed in the Centennial School District's new <br />Blue Heron Elementary School. <br />The City is required to keep the officer on with the City for one year after the grant <br />expires. <br />Chief Pecchia noted information will be provided to the Council regarding the technology <br />grant at a future work session. The City may also apply for a federal grant to pay for <br />additional officers in 2003. This issue will also be discussed at a future work session. <br />This item will appear on the regular Council agenda Monday, April 8, 2002, 6:30 p.m. <br />REFERENDUM UPDATE, DAN TESCH <br />Administration Director Tesch advised Councilmembers will be receiving a memo in <br />their mailbox from Public Services Director DeGardner regarding this issue. <br />
