• <br />• <br />CITY COUNCIL WORK SESSION APRIL 17, 2002 <br />CITY OF LINO LAKES <br />MINUTES <br />DATE : April 17, 2002 <br />TIME STARTED : 5:34 p.m. <br />TIME ENDED : 7:10 p.m. <br />MEMBERS PRESENT : Council Member Dahl, Carlson, Reinert <br />O'Donnell and Mayor Bergeson (5:45) <br />MEMBERS ABSENT : None <br />Staff members present: Administration Director, Dan Tesch; City Engineer, Jim <br />Studenski; Community Development Director, Mike Grochala; City Planner, Jeff Smyser; <br />Finance Director, Al Rolek (part); Police Sergeant Kent Strege (part); Police Sergeant <br />Kurt Rausch (part); and City Clerk, Ann Blair <br />UPDATE ON FIVE -YEAR PLAN, AL ROLEK <br />Finance Director Rolek distributed a revision to the draft Five -Year Plan that takes into <br />consideration the scenario that there will be a levy limit for year 2003. After 2003, there <br />may not be any levy limits. The former version of the Plan assumed the levy limitations <br />would continue. He reviewed the revisions relating to the General Fund Plan Summary, <br />General Fund Revenue Plan, and General Fund Expenditures. He asked if any of the <br />Councilmembers had questions noting there will be one more work session before the <br />public hearing on May 13, 2002. <br />Councilmember O'Donnell stated that the Plan is estimating a 64.5% increase in 2006 <br />revenues. He asked what the planned tax increase is for that same year. Finance Director <br />Rolek advised the tax rate would not increase. The amount of taxes raised will be higher <br />due to a higher tax capacity. <br />Finance Director Rolek advised Councilmembers to call him with any questions relating <br />to the Plan. <br />This item will be on the Council Work Session agenda Wednesday, May 6, 2002, 5:30 <br />p.m. <br />REPORT ON HARDWOOD CREEK PROJECT, MARCEY WESTRICK AND <br />BRETT EMMONS OF EMMONS AND OLIVER RESOURCES <br />Ms. Westrick came forward and distributed information and a map regarding the <br />• Hardwood Creek.
