• <br />AGENDA ITEM 7E <br />STAFF ORIGINATOR: James Studenski, City Engineer <br />COUNCIL MEETING DATE: May 28, 2002 <br />TOPIC: Resolution No. 02-48, Receive Bids and Award Construction Contract, 2002 <br />Sealcoat Program <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />Sealed bids were received and publicly opened at 10:00 a.m. on May 21, 2002. The results of the <br />bid opening are presented below. City Council action is required to award a construction <br />contract to the lowest responsible bidder. <br />Contractor Amount of Bid <br />Allied Blacktop $ 86,277.30 <br />Pearson Brothers, Inc. $ 94,667.76 <br />Astech Corp. $ 105,417.53 <br />Engineer's Estimate $ 110,816.00 <br />411 The low bid is approximately 22% below the Engineer's Estimate for this project. A copy of the <br />complete bid tabulation is attached. Roadways in the project include both new streets that were <br />paved about 2 or 3 years ago, and other City streets on a 5 to 7 year cycle. Based on the unit <br />prices of the low bidder, the funding allocation is as follows: <br />Funding Source Amount <br />Sealcoat and Wearing Course Fund (newer streets) $ 41,262.20 <br />Street Department- Contracted Services (5 -7 year cycle) $ 45,015.10 <br />Total $ 86,277.30 <br />The completion date for placement of asphalt and rock chips is June 30, 2002; the completion <br />date for sweepings is August 1, 2002. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution Number 02 -48, receive bids and award a construction contract to Allied <br />Blacktop for the 2002 Sealcoat Program. <br />3. Not adopt Resolution No. 02 -48. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends adoption of Resolution Number 02 -48. <br />
