<br />WS – Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 3 <br /> <br />Date: February 4, 2013 <br /> <br />To: City Council <br /> <br />From: Julie Bartell, City Clerk <br /> <br />Re: Off -Sale Liquor Licenses <br /> <br />Background <br /> <br />At the council’s January work sessio n, staff presented information on off -sale liquor <br />restrictions in the city and surrounding communities. The information was a sample of what <br />some other cities in the area are doing to regulate the number of off -sale liquor licenses <br />within their borders. A map was also presented showing t he location of off -sale licenses <br />within the city. <br /> <br />Based on council direction to provide additional information on off -sale regulations , a new <br />map is attached to this report. The map has been modified to: <br /> <br />- remove off -sale licenses held by bar/restaurants , 3.2 licenses and growler off -sales; <br />- include off -sale establishments in neighboring cities that are close to Lino Lakes; <br />- indicate a one -mile radius around each location. <br /> <br />The council heard from staff that the most common regulations used by municipalities to <br />restrict the number of lic enses are by proximity (how close one license may be to another) or <br />by population. Staff was directed to look for more information on municipal regulations . In <br />response, find attached a char t indicating regulations adopted b y other citie s in the metro <br />area. The charter also lists cities with no restrictions and cities that operate a municipal off - <br />sale store. <br /> <br />In regard to restrictions by population, a chart is attached indicating the per capita average of <br />the cities in this region; the average includes figures for both cities with restrictions by <br />population and those without. This information is provided to indicate where Lino Lakes’ <br />per capita falls in the mix. <br /> <br />Requested Council Direction <br /> <br />If the council is interested in modifying or adding to the city’s current liquor regulations, <br />passage of an ordinance would be necessary. <br /> <br />Attachments <br /> <br />Map <br />Off -Sale Restrictions, metro cities <br />Off -Sale Restrictions, per capita in the vicinity
