Pecchia <br />Public Safety Director / Chief of Police <br />Officer Mike Rumpsa <br />Lino Lakes Police Department <br />CPTED Review of the JADT Development <br />06 -21 -02 <br />I have reviewed the plans for the JADT Development, and have a comment on the traffic <br />flow. <br />It appears that the traffic flow is directed thru the parking lots. For instance, if a person <br />enters the development via the McDonalds entrance and is attempting to visit Retail <br />space three or four, they would have to navigate thru the parking lots, avoiding vehicles <br />backing out of parking spots and other traffic entering or leaving the development. <br />If vehicles are unable to leave the development parking areas due to congestion on <br />Apollo Dr, the problem will compound deeper into the parking lot, increasing the chances <br />of an accident. <br />Depending on the volume of traffic and the amount of traffic in the development, the <br />chances of property damage accident is high. A way to remedy the problem would be to <br />put a service road in that would allow access to each retail structure thus eliminating the . <br />congestion in the lots and the feeder roads. <br />Another area of concern would be the entrance /exit on the East end of the development, <br />and the roadway between Kohl's and Target. <br />With the traffic that Target/Kohl's is projected to generate, these exits may be difficult to <br />use. Motorists leaving via the East Exit and the center exit will be waiting not only for <br />the vehicles entering Target/Kohl's, but also waiting for vehicle to leave Target/Kohl's <br />before they would be allowed to enter the Apollo Drive traffic. <br />Motorists no doubt will be taking chances to blend with traffic by attempting to merge <br />with vehicles on Apollo Drive increasing the chances of a property damage or personal <br />injury accident. <br />640 Town Center Parkway • Lino Lakes, Minnesota • 55014 -1182 <br />Public Administration /Records: 651- 982 -2300 • Fax: 651- 982 -2399 <br />
