STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 7F <br />Michael Grochala <br />September 23, 2002 <br />Site and Building Plan Review /Conditional Use Permit <br />Rezoning <br />Spirit Hills Commercial Site <br />ACTION REQUESTED: 4/5 Vote to Rezone — Ordinance 08 -02 <br />3/5 Site and Building Review - Resolution 02 -88 <br />BACKGROUND <br />Rockne Goertz has submitted an application for Site and Building Plan Review, CUP and <br />Rezoning to allow the development of a neighborhood business center at the northwest corner of <br />Ware Rd. and Birch St. The City Council tabled the request at it's August 12, 2002 meeting. <br />The proposal was discussed at the September 4, 2002 City Council work session. <br />Prior to development of the site a final plat will be required and an existing drainage and utility <br />easement platted with the Spirit Hills development will need to be vacated. The final plat and <br />the easement vacation are both subject to City Council review and approval. The application <br />was previously submitted by Glenn Rehbein Companies as Village Hills. <br />This review is based on the following plan submittals: <br />Site grading, drainage, and erosion control plat dated 2/1302 and revised 6/12/02 <br />Site Plan dated 3/4/02 and revised 6/12/02 <br />Utility Plan dated 3/5/02 and revised 6/12/02 <br />Landscaping and tree preservation plan dated 3/11/02 and revised 6/12/02 <br />Building Elevations dated 7/10/02 <br />Lighting Plan dated received 3/11/02 <br />Environmental Board Comments dated 4/24/02 <br />Traffic Analysis, dated 9/4/02, prepared by URS. <br />
