ANOKA COUNTY <br />PUBLIC SAFETY COMMUNICATIONS PROJECT <br />JOINT POWERS AGREEMENT <br />This Joint Powers Agreement is by and between the County of Anoka, Minnesota, <br />(the "County ") and the following cities and urban townships located within the County: <br />Andover, Anoka, Bethel, Blaine, Burns, Circle Pines, Centerville, Columbia Heights, <br />Columbus, Coon Rapids, East Bethel, Fridley, Ham Lake, Hilltop, Lexington, Lino Lakes, <br />Linwood, Oak Grove, Ramsey, St. Francis, and Spring Lake Park (each a "City" and <br />collectively, the "Cities "). <br />WHEREAS, the County and the Cities have previously recognized the need to <br />cooperate in their law enforcement efforts, and have created the Anoka County Joint Law <br />Enforcement Council (the "JLEC ") for this purpose; and <br />WHEREAS, the fire departments that serve Anoka County have created the Anoka <br />County Fire Protection Council (FPC); and <br />WHEREAS, the JLEC, the County and the Cities have determined that there is a need <br />to communicate among fire departments and law enforcement agencies, to improve the speed <br />and accuracy of fire and law enforcement information requested from another jurisdiction, <br />and to work cooperatively in an effort to improve fire protection and law enforcement and <br />thereby public safety in Anoka County; and <br />
