N.W., ANDOVER, MINNESOTA 55304-4005 (763) 862-4200 FAX (763) 862-4201 January 24, 2014 Katie Larsen City of Lino Lakes 600 Town Center Parkway Lino Lakes, MN 55014-1182 Re: Preliminary Plat - Northpointe Dear Katie, We have reviewed the preliminary plat of Northpointe, to be located east of CSAH 54 (20t" Avenue South) between Birch Street and Cedar Street within the City of Lino Lakes, and I offer the following comments: An additional 27 feet of right of way adjacent to CSAH 54 will be required for future reconstruction. purposes (60 feet total right of way width east of CSAH 54 centerline). As proposed, all lots within this 313-lot plat will access local roadways, which is consistent with county policy and acceptable to this department. A new local street intersection onto CSAH 54 labelled as "Street A" on the plat will be introduced, located approximately mid -point between the Cedar Street and Birch Street intersections. The Right of access along the remaining portions of CSAH 54 should be dedicated to Anoka County. It appears that there are sight distance deficiencies at the Cedar Street and the proposed "Street A" intersection, with the obstructions being trees. The City and/or the developer should ensure that the applicable sight distance requirements are met to the greatest extent possible for these intersections. Please note no business signs or plantings will be permitted within the county right of way, and care should be exercised when locating buildings, structures, plantings, berms, etc. outside of the county right of way, so as not to create additional sight distance obstructions along this section of CSAH 54. The construction of turn lanes on CSAH 54 in conjunction with this development is warranted. Based on the ACHD Development Review Process Manual, NB and SB CSAH 54 left turn lanes and right turn lanes are to be constructed at Birch Street, a NB CSAH 54 right turn lane and SB CSAH 54 left turn lane are to be constructed and the new "Street A" intersection, and NB CSAH 54 right turn lane and SB CSAH 54 left turn lane are to be constructed at Cedar Drive. It is our understanding the development and roadway connections are to be constructed in stages, so we anticipate that the CSAH 54 turn lane construction may also occur in stages. It should be noted that with there being 331 lots within this plat, and CSAH 54 being a high speed single lane roadway, turn movement conflicts should be anticipated at the 3 intersections onto CSAH 54 from this plat should the CSAH 54 turn lane construction lag in relation to the selling of lots and homes within the plat. In addition, as noted in the Northpointe Addition Traffic Impact Study dated November 2013, increases in turn movement conflicts and delays should also be anticipated off -site from the plat at the CSAH 54/CR J intersection, and ACt1D is not aware of any roadway or capacity improvement projects scheduled for this intersection in the foreseeable fixture.
